Sea to Summit makes a variety of dry bags that may work. Compression sacks have straps that allow you to attach your gear to packs. The sacks could cost as much as the tents if you bought cheap tents. You could probably buy used tents with the bags at rummage sales, on-line, or through the consignment shops.
